EXECUTIVE ORDER 2004-07 WHEREAS, Spinal Cord and Traumatic gain injuries are the leading cause of death and disability in children and young adults and WHEREAS, Every 41 minutes this country a person sustains a spinal card injury, and every 21 minutes in this country a person sustains a traumatic brain injury, and WHEREAS, Research in these areas will impact those afflicted with Parkinson's disease, Alzheimer's disease stroke, multiple sclerosis and many other traumas arid diseases of the central nervous system; and WHEREAS, Research is one of the keys to South Dakota's future, and WHEREAS, As we continue to move forward with the research goals of the 2010 Initiative, we will attract top talent to our universities and hospitals. IT IS, THEREFORE, BY EXECUTIVE ORDER, directed that based upon those considerations, and for the good and valid reasons which relate thereto, I, M. Michael Rounds, Governor of the State of South Dakota, by virtue of the authority vested in me by the Constitution and laws of the State of South Dakota, do hereby create the Advisory Council for Spinal Cord/Traumatic Brain Injury Research (hereafter referred to as "the Council") and authorize it to function in compliance with the following sections of this order. General Provisions Section 1. The Council shall be comprised of the following appointees: Mr. Leo Hallan, Yankton, SD Mr. Jim Tesch Watertown, SD Mrs. Mary Pat Forsberg, Sioux Falls, SD Mr. Ryan Green, Sioux Falls, SD Mr. Chris Olson, Madison, SD Mr. Grady Kickul, Division of Rehabilitation Services, Department of Human Services Dr. Robert Morecraft University of South Dakota, Vermillion SD (replaced by Dr. Barry Timms of USDSM due to conflict of interest) And any others as may be deemed by the governor as necessary to complete the goals of this council. Section 2. The Advisory Council for Spinal Cord/Traumatic Brain Injury Research will operate through the USD School of Medicine for the purpose of attaining federal grants, private donations, and other funds for funding research projects and rehabilitation services for persons with spinal cord or traumatic brain injuries, and for promotion of the advancement of knowledge in the area of spinal cord and traumatic brain injury. Section 3. Such research could include, but not be limited to, cellular studies aimed at developing new therapies to restore neurological functions, as well as clinical research projects that involve human beings. Section 4. Council members shall receive no compensation, but shall be entitled to per diem and travel expenses while attending meetings of the Council in accordance with established state law. The USD School of Medicine shall provide administrative staffing to support the Council and shall also pay expenditures associated with the Council and provide it with technical assistance. Section 5. The Council shall meet at the call of the Chair or the USD School of Medicine. Section 6. The Council shall, by majority vote, have the authority to award grants with the stipulation that funding provided be for a 3-year term. This funding must have an equal match before such grants are approved. Section 7. The Council will also strive to identify funding sources after year 3 to continue the program when the state grants have ended. Section 8. The Advisory Council for Spinal Cord/Traumatic Brain Injury Research shall dissolve, and cease to exist on January 1, 2008, unless continued by executive order, Dated at Pierre, South Dakota, this 30th day of April, 2004
